Welcome to the Hispanic Officer of the Year Committee website, also known as HOY. Weโ€™re so glad to that you have stopped by for a visit and to learn a little more about our group and its initiatives. HOY was officially established in 1981 but was around prior to that being supported by local leaders and volunteers as we still are today. In 2021 we reached our milestone of celebrating 40 years of acknowledging and supporting our HPD Hispanic law enforcement. The HOY Board leadership is comprised of active and retired HPD Officers alongside with business leaders and civilians committed to the mission and empowerment of our dedicated officers in the community. Come take a look and see what makes our board work so well.

Scholarship Information

Every year we reach out to all HPD officers that are preparing for advancement opportunities to submit for financial assistance to cover tuition, books and supplies needed in their law enforcement carrier curriculum. Application and guidelines for submission are a click away.

History of HOY

In 1980, Mrs. Mamie Garcia, who had recently retired from the HPD Community Outreach Office, was the Chief of Police liaison representative to the Hispanic Community. She was inspired to initiate a luncheon for Hispanic police officers that performed their police duties in an exemplary manner. With her help and support of other same minded groups, the annual awards and recognition luncheon was established. This later resulted in the formation of the Hispanic Officer of the Year Committee, Inc. (HOY), established in 1981. To this day the committee continues to solidify the support of all the Houston Police Chiefs since the time of Police Chief Harry Caldwell.

What does HOY do?

Promote and elevate the professionalism of Hispanic police officers within the Houston Police Department

Provide an appropriate annual recognition function for each Hispanic Officer of the Year award recipient

Contribute to community events relating to youth and elderly support

Provide scholarship funds to Houston police officers for the furtherance of educational opportunities

Promote, plan and coordinate educational and social services for the benefit of the law enforcement community, with emphasis to the specific needs of Hispanic police officers
