History
In 1980, Mrs. Mamie Garcia, who had recently retired from the HPD Community Outreach Office, was the Chief of Police liaison representative to the Hispanic Community. She was inspired to initiate a luncheon for Hispanic police officers that performed their police duties in an exemplary manner. With her help and support of other same minded groups, the annual awards and recognition luncheon was established. This later resulted in the formation of the Hispanic Officer of the Year Committee, Inc. (HOY), established in 1981. To this day the committee continues to solidify the support of all the Houston Police Chiefs since the time of Police Chief Harry Caldwell.
Our Mission
- To provide an annual award and recognition platform for Hispanic Officers,
- Recognize outstanding Hispanic Police Officer achievements,
- To provide scholarship funds for tuition and educational tools helping to promote the advancement of Hispanic Police Officers for the furtherance of professional opportunities.
- To promote, plan and coordinate outreach programs for the advancement of the HPD Hispanic Law Enforcement in the Community.
A Letter from the President

Mrs. Mamie Garcia was the liaison representative to the Hispanic community for the Houston Police Department until her retirement in 1980. She was inspired to organize an annual luncheon for Hispanic Police Officers who had performed their duties in an exemplary manner. This resulted in the creation of the Houston Hispanic Officer of the Year Committee (HOY) in 1981.
The Committee has two main objectives. The first, is to select at least four (4) Hispanic Officers of the Year from three categories within the Houston Police Department. The second objective is to award academic scholarships to qualified Houston Police Officers. The Committee (HOY) is able to accomplish these goals through tax deductible corporate and business contributions. An annual luncheon has become the primary event which serves to bring the business, education, religious, and government communities together to celebrate their accomplishments.
Hispanic Officer of the Year Committee currently consists of a board of directors of which the majority are sworn Houston Police Officers. HOY also consists of community leaders who volunteer their time and resources that allow the committee to achieve its goals. The HOY committee is an integral part of the Houston Police Department and has enjoyed support from all the Houston Police Department Chiefs.
Now over forty (40) years later I am proud to be the current President of the Hispanic Officer of the Year Committee and look forward to many successful years to come. I am proud of the men and women of the Houston Police Department who distinguish themselves through acts of bravery, honor and dedication to duty. I ask that you join us in honoring the outstanding work Houston Police Officers have accomplished through your tax-exempt contribution to the Hispanic Officer of the Year Committee. As a 501(c) tax-exempt organization HOY has funded all its initiatives through private donations. I hope that you will continue to support our efforts in the years to come and thank you for your support of this worthy cause for the men and women of the Houston Police Department.
